The toppling of Tokyo marks the end of an era. Since 1991 a Japanese city has held the top spot; at one stage the biannual survey placed Tokyo and Osaka joint first.The article only lists the top 10 most expensive cities which does not include Singapore.
Before Tokyo's ascendancy, Tehran was deemed to be the city which emptied visitors' pockets fastest due to an overvalued official exchange rate. Currency revaluations have helped Tehran become one of the cheapest places to stay: it is now in 128th position - at the foot of the table.

Tokyo is no longer the most expensive city
Tokyo which was ranked as the world's most expensive city to live in for many years, is now being taken over by Oslo according to a survey by the Economic Intelligence Unit. From Guardian:
